The governing body of the LRRWMo shall be its Board. Each Member <br /> City shall be entitled to appoint one representative on the Board, and one alternate Who may sit <br /> When the representative is not in attendance and said representative or alternate representative <br /> shall be called a"Commissioner" and "Alternate Commissioner", respectively. <br /> Subdivision 2. The Council of each Member Cityshall determine the eligibility or <br /> g y <br /> qualification of its Commissioner and the terms of each Commissioner shall be as established by <br /> each individual Member City. <br /> s <br /> Subdivision 3. The term of each Commissioner and Alternate Commissioner appointed <br /> by each Member City shall be as determined by each Member City and until their successors are <br /> selected and qualify. <br /> Any vacancy shall be filled for the unexpired term of any Commissioner by the Council <br /> of the Member City that appointed said Commissioner. Each Member City agrees to publish a <br /> notice of vacancies resulting from the expiration of a Commissioner's or Alternate <br /> Commissioner's term or When a vacancy exists for any reason.
