7. 1. <br /> CC Regular Session <br /> Meeting Date: 11/26/2024 <br /> Primary Strategic Plan Initiative: Enhance City's communication through transparency and accountability. <br /> Title: <br /> Public Hearing: Adopt Ordinance#24-16: 2025 Schedule of Rates, Fees and Charges <br /> Purpose/Background: <br /> The City annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for <br /> such items as building construction,business licenses,utility rates and planning and zoning. <br /> A listing of the schedule of rates, fees and charges is attached. Please review to see all the proposed changes. <br /> Changes are noted on the far right column of the schedule. A few of the changes include: adding a credit card <br /> charge fee of 3% for building permits,business licenses and the Rental Housing program. There were changes to <br /> set permit fees in the building department and changes to our park rental fees. Utility rates are proposed to be <br /> increased by 10% for quarterly water utility billings, 5% for sewer quarterly billings,2% for Street light utility <br /> billing and 15% for storm water utility billings. Water and sewer increases are needed to assist in replenishing the <br /> funds due to the construction of the water treatment plant&water distribution lines. Street lighting increases will <br /> fund street lighting projects outlined in the city's capital improvement plan and storm utility increases will be to <br /> fund the storm water projects related to several road reconstruction and overlay projects. <br /> Notification: <br /> The 2025 proposed changes were presented and reviewed at the City Council worksession on October 22, 2024, <br /> and November 12, 2024. This ordinance was introduced by the City Council at their regular meeting on <br /> November 12, 2024. <br /> The Public Hearing Notice was published in the Anoka County Union on November 15, 2024. <br /> If Ordinance#24-16 is adopted,the rates will become effective January 1,2025. <br /> Time Frame/Observations/Alternatives: <br /> 1. Accept the rates as proposed. <br /> 2. Hold all rates constant with 2024 rates. <br /> 3. Recommend changes that arise from input at the public hearing. <br /> Recommendation: <br /> Staffs recommendation is Option 1 and to adopt Ordinance#24-16: 2025 Schedule of Rates,Fees and Charges. <br /> Outcome/Action: <br /> Motion to waive the City Charter Requirement that the Ordinance be read aloud and Adopt Ordinance#24-16: <br /> 2025 Schedule of Rates, Fees and Charges. <br /> Roll Call Vote: <br /> Councilmember Olson <br /> Councilmember Woestehoff <br /> Councilmember Specht <br /> Councilmember Musgrove <br /> Councilmember Howell <br />
