<br />. Councilmember Elvig inquired about the. possibility of including undulation to the sidewalks <br />where building are set back and create alcoves for things like coffee shops and places for tables <br />and congregating areas. <br /> <br />Mr. Johnson explained ACCAP is working under a lot of constraints attempting to build a 5- <br />story building on a small piece of property. There will be this type of look on the residential side . <br />with alcoves and balconies. For the retail portion there has been discussion of a coffee shop and <br />small restaurant. To the extent they can mix the use of the space they want to do that, but this <br />site is only 15,000square feet ofland and is truly a downtown location. There will be a couple <br />of key locations where they should have the ability to seta handful of tables, but there will not be <br />a courtyard area. <br /> <br />Community Development Director Trudgeon explained this will be a tight site with very limited <br />opportunity along Sunwood Drive given the street space. <br /> <br />Public Works Director Olson explained there is only eight feet available along Sunwood Drive. <br />There will be benches between the tree box locations for people to congregate. RTC will be <br />completing the streetscape and lighting plan that is planned in front of this building. He <br />indicated there could potentially be some issues similar to the situation that occurred with the <br />Coborn's site where encroachment easements were needed within the right-of-way. Those issues <br />will be looked at with the final site plan. <br /> <br />. Motion by Councilmember Cook, seconded by CouncilInember Olson, to adopt Resolution #06- <br />06-178 granting'preliminary site plan approval to the ACCAP Ramsey Town Center Apartments. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, and <br />Pearson. Voting No: None. Abs~nt: Councilmember Strommen. <br /> <br />Case #4: <br /> <br />Consider Modification to Sweetbay Ridge Conditions for Final Plat <br />Application; Case of Oakwood Land Development <br /> <br />. <br /> <br />Ass't Community Development Dir/HRA Executive Dir.Frolik reviewed with Council that <br />Sweetbay Ridge received preliminary plat approval on August 23, 2005. One condition of the <br />preliminary plat approval was that the developer could not submit an application for final plat <br />approval until MPCA issues a Certificate of Completion for the site clean-up. Site clean-up is <br />anticipated to be complete in mid-June, with the completion report being submitted to MPCA by <br />June 30th. Because of workload and staffmg constraints, MPCA estimates that a Certificate of <br />Completion may take up to 60 days to process. This could mean that the developer could not <br />even submit the application for final plat until the end of August. Ms. Frolik explained the <br />developer is hoping to be able to commence construction of model homes in Brookfield before <br />the end of the year. The installation of sewer and water main improvements through Sweetbay is <br />critical to issuance of building permits in Brookfield, since adequate fire protection would not be <br />available in Brookfield without the watermain looping. If the developer cannot apply for final" <br />plat approval until the end of August, model home construction will not be feasible before the <br />end of the year. The developer is requesting that City Council allow staff to accept and process <br />the final plat application prior to receipt of MPCA's Certificate of Completion.
