<br />. <br /> <br />. <br /> <br />. <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7 :22 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearine <br /> <br />Chairperson Nixtcalled the public hearing to order at 7:22 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Geisler stated Thomas Peterson has submitted an application for an <br />amendment to the 2001 Comprehensive Plan. The request is to change the land use designation <br />from Rural Developing to Places to Work on the property located on the east side of Jarvis Street <br />directly north of the railroad tracks off of Highway 10. Mr. Peterson is proposing to develop the <br />site. with office condominiums, which would require a land use change from Low-Density <br />Residential to Places to Work. If the Comprehensive Plan Amendment is approved, the site plan <br />for the property will come forward to the Planning Commission at a future meeting along with a <br />rezoning request. Ms. Geisler advised the subject property is bordered on the south and west by <br />industrial parcels, one rural residential lot to the north, and Northfork golf course to the east. The <br />property is bordered on the east by the City of Elk River in Sherburne County. Ms. Geisler stated <br />on April 26, 2005, the City Council adopted an Interim Policy for proposed land use changes that <br />are requested prior to the completion of the Comprehensive Plan update. She reviewed the <br />interim policy and Staff s responses. <br /> <br />Associate Planner Geisler advised staff is recommending approval of the request for <br />Comprehensive Plan Amendment based on Staff's interpretation of the criteria listed in the <br />Interim Policy, and the large amount of industrial property to the west and south of the parcel. <br /> <br />Chairperson Nixt inquired about the' current development on the Elk River site. <br /> <br />Associate Planner Geisler replied the Elk River site is mostly industrial. <br /> <br />Commissioner Van Scoy asked if the entire site is located in Ramsey. <br /> <br />Associate Planner Geisler replied part of the site is located in Elk River; the City of Ramsey is <br />only dealing with the Ramsey portion of the site. <br /> <br />Chairperson Nixt noted the question of whether the rezoning will increase concern in relation to <br />the public safety aspect to the site in light of the character of the surrounding area, which he does <br />not find to be the case with this rezoning. <br /> <br />Associate Planner Geisler noted there is a very old home on this parcel that would need to be tom <br />down. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Planning Commission/June 1, 2006 <br />Page 11 of 19 <br /> <br />-33- <br />
