Q <br />CASE #1 <br /> <br />INTRODUCE ORDINANCE ESTABLISHING SECTION 9.20.28 <br />(B-3 BUSINESS DISRICT) IN CHAPTER 9 OF CITY CODE; <br />CASE OF CITY OF RAMSEY. <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />The City has initiated a redevelopment project for the area generally west of Armstrong Blvd and <br />north of Highway 10. This area is currently part of the Town Center zoning. district. This <br />redevelopment project requires the creation of a new business zoning district for this area. <br /> <br />The following items are enclosed for your information: <br /> <br />a) District area boundary . <br />b) Planning Commission meeting minutes dated June 1,2006 <br />c) Draft Planning Commission meeting minutes dated July 10, 2006 <br />d) Proposed B-3 Business District ordinance <br /> <br />Notification: <br /> <br />The public hearing was properly advertised in the Anoka County Union. Staff also sent a public <br />hearing notice to all affected parcels and those within 350 feet. <br /> <br />Observations: <br /> <br />The City Council selected Robert Muir Co. as the master developer for this project at the June 13th, - <br />2006 meeting. The entire zoning district will be master planned and will contain larger-scale and <br />more auto-oriented commercial uses than are intended for the Town Center. This areais currently <br />zoned TC-2, which is not intended to accommodate this scale of commercial development. A <br />separate action to actually rezone these parcels will be scheduled for a public hearing in <br />September. <br /> <br />Because. this district will be developed by one master developer, Staff has taken a different <br />approach in drafting new zoning regulations for the area. Rather than assuming a lot-by-Iot <br />development pattern and listing specific setbacks and lot standards (as is the case in the B-1 and B- <br />2 zoning districts), the proposed code is written to require a Master Plan for the entire district, and <br />lays out performance standards that will be used to guide the development of that plan. For <br />example, rather than requiring a set number of trees p~r foot of site perimeter, the draft code <br />requires a Landscape Plan that integrates a wide variety of plantings throughout the site in order to <br />soften and shade parking areas, line sidewalks and streets, accent building entrances, and break up. <br />large building facades.
