<br />. <br /> <br />. <br /> <br />. <br /> <br />Councilmember Elvig asked about the connection of the house to the services, what happens to <br />the property, and if it is feasible to connect. <br /> <br />Mr. Morton expl~ned that when you purchase the lot, it includes the cost to connect to the <br />wastewater system. <br /> <br />Councilmember Elvig asked about connections that occur ten years in the future. <br /> <br />Mr. Morton stated they have not addressed that in any of their documents. <br /> <br />Councilmember Elvig stated there is no incentive to connect larger areas onto municipal services <br />unless there is a system failure; <br /> <br />Mr. Morton stated they are not opposed to the hookup but, hypothetically, if there are 100 homes <br />and 25 are not paying a fixed cost and now city services are available then the project costs are <br />"upside down." He stated they would stay away from that because it is not in the best interest of <br />their customers. Mr. Morton stated they are not opposed to it and noted their driving force to get <br />into this business was not only financial and they want to work with the communities. <br /> <br />Mayor Gamec asked if !here is a provision in the purchase agreement at Windsor Park that you <br />have one year to connect to services. <br /> <br />Mr. Morton stated.that could be but he has not seen their declaration of covenants. <br /> <br />Councilmember Elvig asked if the City can grant an easement for the right-of-way that could be <br />used to generate dollars to connect the entire project. <br /> <br />Councilmember Cook stated that when sewer and water comes in, Connexus can also sell their <br />land for development. He noted they are a co-op and part of their purpose is to provide service. <br /> <br />Mr. Morton stated the worst case scenario is that they invest time and work and then within a <br />year the City's services come through. <br /> <br />Councilmember Cook asked what happens if the system turns over in 15 years. <br /> <br />Councilmember Jeffrey stated that each of the different scenarios need to be looked at and <br />worked out. <br /> <br />Councilmember Strommen noted that at some point in the future you might have to play out the <br />one year scenario. <br /> <br />Councilmember Cook stated there are also entrance liability issues and if they are working on the. <br />property they will want to own it. <br /> <br />City Council Work Session / April 4, 2006 <br />Page 5 of19 <br /> <br />-47- <br />
