<br />City Administrator Norman stated the development will need a main collector road and it will . <br />probably be MSA. He noted the City has always identified that you cannot do anything with the <br />Boike property and it would also be difficult to do something with the Nathe property. <br /> <br />Community Development Director Trudgeon stated there are several options for the road. <br /> <br />Kristin Novak, Plowshares, stated the biggest issue for the developer is that the current ordinance <br />is proposed to be written to allow for no flexibility or creativity because it pushes more density <br />like townhomes. She explained that they are trying to figure out how to protect the River while <br />being more creative in the development. <br /> <br />Mayor Gamec stated this is a difficult area to develop. <br /> <br />Councilmember Elvig stated with the proposals submitted by staff ,last week, there was a <br />combination of single-family and townhomes, and the single-family backed up to some large <br />acreage. He stated he understands the outer ring, but not what the inner areas would look like. <br /> <br />Community Development Director Trudgeon stated the 50% of private space can be fully <br />utilized by the private land owner but would need some type of permanent protection over it. He <br />stated it could be held by a conversation easement and pointed out that some of the land is inside <br />the Critical Area and otheT areas are not. Community Development Director Trudgeon stated <br />that he has heard a lot from Plowshares but not seen a plan to show why it is hard to meet the <br />. ordinance requirements. . <br /> <br />Councilmember Jeffrey referred to the chart and comments that the DNR would support getting <br />rid of the 50% requirement. <br /> <br />Associate Planner Giesler stated these are her comments based on her conversation with Tom <br />Hovey of the DNR. <br /> <br />Mayor Gamecstated it would be nice to see a layout or design of single-family and the <br />roadways. He stated he does not agree with the DNR comments about this particular area <br />because it is unfair to the landowner. <br /> <br />Councilmember Elvig. noted the looped roadway and suggested that the positive thing about <br />industrial is that a different objective can be written around it with different green space, <br />flexibility, and tools to' develop flexibility. He pointed out that if it is a TIF district and a light <br />industrial approach with major green space, then maybe some sharing could happen. He stated it <br />is easier to talk about flexibility when the City owns the TIF District. <br /> <br />Community Development Director Trudgeon advised that there are restrictions on the types of <br />uses within the Critical Area. <br /> <br />Councilmember Pearson stated he loves open space too as long as someone wants'to pay 1:llm for <br />his land. He stated he has used land for 50 years and every time he has had to pay for it.
