The City began making.efforts to acquire the . <br />property through the RALF Program during the fall of2005; however, because of RALF funding <br />problems, the acquisition was delayed until just recently. Mr. Norman stated Mr. Deal has <br />agreed to a price to acquire Outlot FF from RTC, LLC. Mr. Deal has requested that the funding <br />for the sale' of his ,Anchor's A way building be expedited; however, it appears that the' sale of that <br />property will not be completed until late in the month of May. <br /> <br />City Administrator Norman stated he had been considering the City providing Mr. Deal with <br />interim financing assistance to acquire Outlot FF of the Ramsey Town Center. However, the <br />Finance Officer has indicated the funds are not available at this time. He requested the Council <br />consider directing him to work with R TC, LLC to go before the banks and request another <br />extension, and to show that the City wants this project to go forward, and that the City will <br />complete this Anchor' s Away acquisition as soon as funds become available through the RALF <br />program. <br /> <br />Councilmember Olson inquired if there is an expected timeframe of when the RALF funds will <br />come through. . <br /> <br />City Administrator Norman replied the expected timeframe is three to five weeks. <br /> <br />Mayor Pro Tern Elvig noted the Council has been in consensus of wanting to get this deal done. <br />The issue has only been of timing and financing, and of when the deal can be completed. He <br />'questioned if there is anything the Council can do to help move the timeframe up. . <br /> <br />City Administrator Norman replied staff will continue to move the process along as quickly as <br />possible. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to direct staff to <br />work with Ramsey Town Center, LLC to communicate theCity's commitment to this acquisition <br />to the 19 participating banks, and to facilitate the RALF funding acquisition of the Anchor's <br />Away property as soon as it is practicaL <br /> <br />Motion carried. 'Absent: Mayor Gamec. <br /> <br />Case #2: <br /> <br />Consider Condemnation of Property in Ramsey Crossings Project <br /> <br />City Administrator Norman reviewed that the COurlcil took action earlier this year' to begin <br />eminent domain on 16 parcels within the project area defined as Ramsey Crossings. 'One <br />property located at 14550 Armstrong Boulevard was under a separate eminent domain action by . <br />Anoka County for right-of-way acquisition along Armstrong Boulevard. There is concern by <br />staff and the City Attorney that the property owner may only have a partial piece of the property <br />taken and could ask the City to move the pumps and continue to operate in this ,location:.. Staff. ' <br />and the City Attorney have determined that it 'would be in the best interest of ~he project to <br />include the North Maple Holdings property with the 16 other properties that the Council began <br />eminent domain action on.
