<br />update the Council in regard to the wetland functions and values inventory that was a component . <br />of the buffer ordinance. The office portion of the study has been completed and staff has <br />received the preliminary wetland management classification map. Field verification of the <br />higher quality wetlands is expected to commence in mid to late May. Staffis in the process of <br />notifying property owners of the upcoming field work so the consultants can access the wetlands <br />on private property. Upon completion of the field work, a final report and map will be presented <br />to Council for adoption. <br /> <br />Case No.5 was moved up next in the agenda. <br /> <br />5) Highway #10 Access Management Plan Presentation <br /> <br />Jodi Reuhle of The Tinklenberg Group and Scott McBride of SEH were present to provide the <br />Council with an update on the public involvement piece of the TH 10 Access Management <br />Project. Ms. Reuhle provided a review of the following information in relation to the project: <br /> <br />· Purpose <br />· Partner agencies <br />· Planning process <br />o PMT, stakeholder, technical and public meetings <br />o Issues map <br />o Evaluation criteria <br />o Concept development <br />· Traffic modeling <br /> <br />. <br /> <br />Mr. McBride provided an overview of the three concept alternatives for each of the following <br />TH 10 Access Management Project interchanges: <br /> <br />TH 10 / Sunfish Lake Boulevard Access Interchange <br /> <br />Councilmembers, staff, Ms. Reuhle and Mr. McBride discussed the following issues associated <br />with the interchange:. <br />· Future use of available space that becomes unusable to the current property owners. <br />· Status of the possible Thurston extension and its impact on the interchange. <br /> <br />TH 10 / Ramsey Boulevard <br /> <br />Councilmembers, staff, Ms. Reuhle and Mr. McBride discussed the following issues associated <br />with the interchange: <br />· Looking to the future with loops, rather than diamonds that will not be sufficient in the <br />future. <br />· Relationship with each of the interchanges, and whether all three interchanges will have <br />reasonable. access. <br /> <br />THIO / Armstrong Boulevard /Future River Crossing System Interchange Alternative <br /> <br />.. <br /> <br />City Council Work Session / May 2, 2006 <br />Page 6 of 10 <br /> <br />-76- <br />
