<br />Assistant City Administrator Nelson indicated a guarantee has been given to staff that the fabric . <br />that has been chosen will not be discontinued sooner than 10 to 15 years. She can request this <br />guarantee in "writing from Herman Miller. A popular fabric has been selected and a lot has been <br />ordered. <br /> <br />Councilmember Strommen commented a lot of money has been spent on this building, and they <br />should not lessen the investment by trying to fe-use furniture that does not quite fit. <br /> <br />Councilmember Jeffrey noted the quote to re-furbish the furniture includes a 4-week turnaround. <br />If the request were made to move that timeframe up to 4 days the cost will likely be much higher. <br /> <br />Councilmember Pearson stated it does not make sense to band-aid the furniture with the amount <br />of money that is being spent on the building. The move will be time-consuming 'enough, and the <br />new furniture can be worked in while the old system is currently being used. <br /> <br />The consensus of the Council was to direct staff to proceed with the purchase of new systems <br />furniture for the new Municipal Center, and that any costs over the budgeted $700,000 should be <br />presented to the Council for approval. <br /> <br />2) Consider Acquisition of Property along TH 10 <br /> <br />City Administrator Norman indicated the Boike property is .critical for the construction of an <br />'.interchange near the Northwest River Crossing. Staff has been discussing the possible purchase . <br />of this property with the County, and also met a couple of weeks ago with the property owner. <br />Mr. Boike was informed that the City does not currently have the required funds, but does not <br />want to lose the opportunity to purchase the property. A loose agreement has been drafted that <br />includes a joint powers agreement with the market value for the property of $4,481,000. Mr. <br />Boike would want $1,000,000, and would agree to payments over time, with a balloon payment <br />at the end of a 10-year period. The money for the acquisition would be split between the County <br />and the City. Mr. Norman indicated the County Public Works Committee disc~ssed this <br />acquisition today. Staff is not requesting a decision from the Council tonight. The City and the <br />County will be meeting with Mr. Boike again tomorrow and staff would like to provide an <br />update on the Council's position regarding the acquisition. <br /> <br />Public Works Director Olson indicated under the preferred alignment the Boike property is <br />almost completely taken up by the footprint of the interchange. <br /> <br />Mayor Gamec inquired if an amount would be established by agreeing to this amount for the <br />Boike property. He noted the Nathe property will be similarly affected by the interchange. <br /> <br />City Administrator Norman explained other properties.will have more of an opportunity for <br />negotiation and exchanges, such as possible zoning or density rights. However, there will almost <br />be the need for a total taking with the Boike property. <br /> <br />Councilmember Elvig questioned if the City will be locked into public purpose if they purchase <br />this property, and how far the process is from official mapping. <br /> <br />. <br /> <br />City Council Work Session / May 23, 2006 <br />Page 4 of6 <br /> <br />-84- <br />
