<br />COMMITTEE INPUT <br /> <br />Port Authority Legislation <br /> <br />Chairperson Strommen noted the need for a future case concerning the contract with the lobbyist <br />for the Port Authority legislation. <br /> <br />City Administrator Norman explained site specific language was included in the Port Authority <br />legislation in error. The legislation does not work as it has been drafted, and will need to be <br />addressed in the next legislative session. <br /> <br />Chairperson Strommen stressed the City should be cautious on how far debt is extended with the <br />Port Authority. She noted having the authority and using it are different. <br /> <br />Councilmember Elvig concurred. <br /> <br />Chairperson Strommen suggested the lobbyist contract include a not-to-exceed amount. <br /> <br />City Administrator Norman indicated staffwill include a case on a future agenda with a contract <br />amount not-to-exceed $5,000. The lobbyist will be invited to attend the meeting when the <br />contract is on the agenda. <br /> <br />Funding Authorization to Move Abandoned Trailer from City Right-of-Way <br /> <br />Finance Officer Lund informed the Committee a smashed trailer was abandoned on Highway 10 <br />in front of the NAU building. The City will have to haul the trailer away because it is located in <br />the right-of-way; staff is in the process of trying to find the owner. The cost will likely be <br />approximately $2,000; staff would like authorization to pay for the cost out of the Council <br />Contingency Fund. <br /> <br />Councilmember Elvig suggested staff determine if the State could be responsible for moving the <br />trailer. <br /> <br />Motion by Chairperson Strommen, seconded by Councilmember Elvig, to direct staff to contact <br />the State regarding moving the abandoned trailer in the Highway 10 right-of-way in front of the <br />NAU building, and to authorize staff to utilize funds from the Council Contingency Fund to <br />move the trailer if it is not moved by the State. <br /> <br />Motion carried. V oting Yes: Chairperson Strommen, Councilmember Elvig and Mayor Gamec. <br />Voting No: None.
