<br />Councilmember Jeffrey stated he agrees with the concept of this purchase. Staff has shown how <br />this purchase can be financed, but they have not seen how it will be paid for. He expressed <br />concern in determining how to come up with this $133,000 out of the budget. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to table deliberation on <br />financing options for right-of-way acquisition for the future Northwest Metro Corridor and River <br />Crossing until the next Finance Committee meeting, and to direct staff to provide the Committee <br />with additional financial data regarding the purchase. <br /> <br />Further discussion: Councilmember Elvig clarified staff should provide further options <br />regarding raising revenue for this purchase. He inquired if there are parcels of this property the <br />City could sell off. City Administrator Norman replied there are likely some parcels that could <br />be sold. but this could not be done in the next couple of years without a plan in place. The only <br />advisable option would be to determine a source to pay for the purchase; if the costs all need to <br />come from taxes the purchase may not be doable. Councilmember Elvig stated if the City is <br />going to charge taxes to hold City property they will need the best value that can be obtained, <br />and land that is potentially sellable some day if the river crossings project does not go through. <br />.Councilmember Jeffrey commented the budget check-in will help in making a decision regarding <br />the purchase. City Administrator Norman indicated staff may need to inform the property owner <br />that another month or two is needed before this purchase can be put together in order to review <br />the budget first. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Councilmembers Jeffrey and Elvig. <br />Voting No: None. <br /> <br />Case #2: <br /> <br />Authorization of the Collection of Data on Possible Economic Development <br />Projects <br /> <br />City Administrator Norman informed Council this case is regarding a review of the Economic <br />Development Consultant's billing. Under the direction of the Committee staff is able to conduct <br />this review. <br /> <br />Motion by Chairperson Strommen, seconded by Councilmember Jeffrey, to direct staff to review <br />the Economic Development Consultant's billing, and not to pay any outstanding bills until that <br />review is completed and comes back for Council review. <br /> <br />Motion carried. V oting Yes: Chairperson Strommen, Councilmembers Jeffrey and Elvig. <br />V oting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />Finance Officer Lund informed the Committee that Utilities Supervisor John Nelson left a <br />message for the property owner at 14720 Germanium Street regarding the $6,000 water bill, and <br />has not heard back from her.
