him tonight, the action before the Council would be to proceed with the same condemnation
action on the North Maple Holdings property as with the other 16 properties in the Ramsey
Crossings.

Councilmember Pearson asked who would be liable if there are issues with the gas tanks.

City Administrator Norman replied in a non-negotiated sale that cost would go back into the
purchase price.

Mayor Pro Tem Elvig stated it is his understanding that part of the issue for the condemnation is
right-of-way for the transportation corridor. From a proactive manner the City would have a
better ability to master plan the area with control of this property. This condemnation would be
important form a protection aspect, as well as a prudent planning aspect.

Councilmember Olson inquired about the size of the site.

City Administrator Norman replied the site is approximately one acre in size.

Motion by Councilmember Cook, seconded by Councilmember Olson, to direct staff to begin
condemnation action on the North Maple Holdings property by the same action as the 16
properties in the Ramsey Crossings under eminent domain proceedings.

Further discussion: Councilmember Elvig questioned if this action is acceptable to the County;
City Administrator Norman responded in the affirmative.

Motion carried. Voting Yes: Mayor Pro Tem Elvig, Councilmembers Cook, Olson, Jeffrey,
Pearson, and Strommen. Voting No: None. Absent: Mayor Gamec.

The consensus of the Council was to direct staff to include a copy of this resolution in the
Weekly Update.

Case #3:

Consider Resolution Commissioner Dennis Berg

Assistant City Administrator Nelson stated Anoka City Manager Tim Cruikshank has suggested
the cities of Anoka and Ramsey recognize the contributions Commissioner Berg has made to
both communities in transportation improvements and general leadership. She noted
Commissioner Berg was awarded the "Citizens Service Award" in 2005 from the MN County
Engineers Association and the "2005 Presidential Award" from the Association of Minnesota
Counties.

Motion by Councilmember Jeffrey, seconded by Councilmember Pearson, to adopt Resolution
#06-05-142 commending County Commissioner Dennis Berg for his efforts with the CMAQ
Grant funding.

Further discussion: Councilmember Pearson stated he has known Mr. Berg for 35 to 40 years,
and he is a top man. He is very pleased to vote for this resolution.

Special City Council / May 2, 2006
