<br />Finance Officer Lund indicated the fees listed are not part of the general fund budget. The park <br />dedication and trail development fees are part of the park trust fund. The Council approved a <br />major increase to the sewer and water trunk fees in the past couple of years, and the fees listed <br />are approximately 50% of the current fees. <br /> <br />Councilmember Cook expressed his interest in the City assisting with this project, as was done <br />with affordable housing. This senior housing will be adjacent to a community that will serve <br />these people, and it is very important. There needs to be an understanding of how this can be <br />done legally and without setting a precedent for other non-profit organizations in the future. <br /> <br />Councilmember Jeffrey expressed concern with the precedent that could be set by item no. 3 in <br />the letter from Mr. Skaff, which discusses that the average residents will be in the age range of <br />70 years old, and will not be likely to use the parks. He stated even though the residents will not <br />use the school system, they will still pay taxes that will support the schools. Regarding item no. <br />5 in the letter from Mr. Skaff, the indoor park that is referred to is not a free park; the youth <br />athletic association pays to use that space. Councilmember Jeffrey stated he does not disagree <br />with the concept being discussed, but they need to be careful how this is framed to avoid setting <br />a precedent. <br /> <br />Councilmember Strommen commented when the Pact Charter School made a similar request for <br />a waiver of fees the City did not waive the fees, but gave them latitude on the timing. She <br />suggested a credit could be determined for trails that will be open to the public and linked to the <br />public trail system. She stressed the need to be careful that a precedent is not set. <br /> <br />Mayor Pro Tern Elvig suggested findings of fact be drafted to avoid the possibility of setting a <br />precedent. He commented park dedication fees and trail dedication fees would be easier to work <br />with than storm trunk fees and requirements relating to public funding. <br /> <br />City Administrator Norman advised there are items that set this request apart. The City <br />encouraged the church to work with them on the Highway 47 mapping district. The church has <br />accommodated the City's request to hold off on completing their planning so they do not get <br />ahead of the study being completed by the County. <br /> <br />Councilmember Cook suggested a joint use agreement in relation to the use of trails connecting <br />to the public trail system. <br /> <br />Councilmember Jeffrey commented on the need to include a current dollar figure in the <br />consideration of the financial impacts associated with this request. He inquired about a second <br />phase to the project. <br /> <br />Ms. Steffen replied the second unit cannot happen until the route of the highway is known. <br /> <br />The consensus of the Council was to direct staff to work with Lord of Life Church to work <br />through the financial assistance being requested by the church, and to provide further <br /> <br />City Council Work Session / May 2, 2006 <br />Page 4 of 10 <br />
