suggested the Council may want to be aware of the preferred alignment and the impact to
businesses prior to getting deep into a study on the south side of Highway #10.

Councilmember Strommen explained the main concern of the EDA was to keep businesses along
the corridor in the loop so they are not hearing about plans for the area through other sources or
meeting minutes.

Community Development Director Trudgeon indicated the communication for the Highway #10
corridor through The Tinklenberg Group includes the south side of the highway.

Councilmember Strommen left the meeting at 7:36 p.m.

6) Club Graffiti

Councilmember Jeffrey stated he would not be in favor of this club being located with direct
access onto Highway #10. It was clear with the interim use permit on the lCO site that direct
access onto the highway would not be allowed.

Councilmember Pearson concurred.

Mayor Gamec noted there are a lot of problems with this proposal; he agrees the location is a
hazard.

Assistant City Administrator Nelson explained Club Graffiti is one portion of this. Youth First
thought they might be able to work out an arrangement with this type of entity where they could
use space to host an after school program for the kids at Oak Terrace, and the Rotary is interested
in participating.

Councilmember Jeffrey stressed the public safety concern. He stated any type of use on
Highway # 1 0 will need to have traffic taken into consideration.

MAYOR, COUNCIL AND STAFF INPUT

.

City Administrator Norman informed the Council the City has received a request to make a
donation to assist a Ramsey Elementary School student with needed funds for a National
Youth Leaders trip. The cost of the trip is $2,000; the family has raised $400 through a
garage sale, and a fund raiser has been started.

Assistant City Administrator Nelson advised there is a policy in place that would disqualify
this donation request.

Councilmember Jeffrey suggested the student contact a service organization like the Lions
with a donation request.

City Council Work Session / June 6, 2006
Page 8 of9
