A public hearing was held and there were no public comments.
Adoption of the ordinance has been scheduled for today, as adoption requires unanimous
approval of the Council.

Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt Ordinance #06-
22 amending Sections 8.4.2, 8.4.3 and 8.4.4 of the City Charter.

Further discussion: Mayor Gamec stressed that this ordinance will affect commercial lots; it will
not affect residential lots.

A roll call vote was performed by the Recording Secretary:

Mayor Gamec: aye
Councilmember Cook: aye
Councilmember Elvig: aye
Councilmember Jeffrey: aye
Councilmember Olson: aye
Councilmember Pearson: aye
Councilmember Strommen: aye

Motion carried.

Case #1A:

Amend Purchase Agreement and Loan Agreement for the Purchase of
Property Located at 6745 Highway 10 NW (Anchor's Away Building)

City Attorney Goodrich reviewed that on April 25, Council approved a Purchase Agreement for
the purchase of a building located at 6745 Highway 10 NW, known as the Anchor's Away
Building. This is a RALF Fund purchase, and this property is in the Highway 10 official mapped
area. Mr. Goodrich explained subsequent to that date it was determined that the appraisal did not
include an amount for the personal property and equipment located in the building. A new
appraisal has been completed and reviewed by MnDOT with the new amount being
$1,749,880.00. In addition, the City's administrative costs have been determined to be
$15,880.00. Staff is asking to amend the previously approved purchase price from
$1,550,000.00 to $1,749,880.00 and to increase the administrative expenses in the loan
agreement to $15,880.00.

Special City Council / July 5, 2006
Page 2 of5
