<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #24-349 <br /> <br />RESOLUTION APPROVING A JOINT POWERS AGREEMENT FOR THE <br />CONTINUED OPERATION OF THE LOWER RUM RIVER WATERSHED <br />MANAGEMENT ORGANIZATION <br /> <br /> WHEREAS, the City has been a member of the Lower Rum River Watershed <br />Management Organization (“Watershed Management Organization”) since it was established in <br />1995; and <br /> <br /> WHEREAS, the City is a member of the Watershed Management Organization to <br />address its obligation under Minnesota Statutes sections 103B.201 through 103B.253 to manage <br />surface water within the watershed; and <br /> <br /> WHEREAS, the current joint powers agreement, which is a cooperative effort of all <br />three cities with land in the watershed, expires on January 1, 2025; and <br /> <br /> WHEREAS, the attached joint powers agreement, which is incorporated herein by <br />reference, updates the language in the agreement to remove historic language that is no longer <br />needed, more accurately reflect how the Watershed Management Organization actually operates, <br />and provide for its continued operation through January 1, 2035; and <br /> <br /> WHEREAS, the Watershed Management Organization has helped to fund various <br />projects throughout the watershed, which has contributed to improved surface water quality and <br />ecological integrity within the watershed; and <br /> <br /> WHEREAS, the City Council determines it is in the best interests of the City to continue <br />its participation in the Watershed Management Organization to further its goals of improving <br />water quality and in furtherance of satisfying its obligations to properly manage surface water in <br />accordance with the Metropolitan Surface Water Management Program. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) The attached Lower Rum River Watershed Management Organization Joint Powers <br />Agreement is hereby approved and entered into by the City. <br /> <br />2) The Mayor and City Clerk are hereby authorized and directed to execute the attached <br />joint powers agreement on behalf of the City. <br /> <br /> <br /> <br /> <br />Resolution #24-349 <br />Page 1 of 2 <br /> <br /> <br />
