City Engineer Jankowski replied it is expected that the water main will be done sometime in
September with the deep sewer done sometime in October.

Mr. Roberts questioned if there will be contractors using Welcomes Road while it is being
constructed.

Public Works Director Olson replied it is likely that the contractors will find a different route due
to the construction.

Mr. Roberts inquired if the bid for the project included the idea of going around or going through
Welcomes Road. He explained his major concern is what the construction traffic will do to a
freshly laid road.

Public Works Director Olson indicated he does not expect the construction traffic for the sewer
and watermain project will utilize Welcomes Road very much. There will likely be more traffic
on Welcomes Road when it is completed, but it will be built to standards.

Chairperson Elvig inquired about the possibility of posting a load rating on Welcomes Road in
order to allow the bituminous to cure properly before the large equipment is driven on the road.

Public Works Director Olson explained Welcomes Road will be closed when the construction
activity begins at the end of July; the only traffic will be residential. The sewer and watermain
project should be completely finished by the end of August or early September before Welcomes
Road is opened. Staff can be certain that Welcomes Road is not opened until the sewer and
watermain construction is finished.

Colleen Zimmerman, 7550 163Td Lane NW, stated her understanding was that a count was done
last year. The residents would like to see the difference in the traffic count from one year ago
and now; they really feel there is more traffic now.

Chairperson Elvig noted the construction traffic should not be an issue any longer as of the
middle of July. As far as the building of Sweetbay Ridge and Brookfield, that traffic will come
off the main collectors.

Civil Engineer II Linton indicated restoration work has been started along Variolite Street.

Motion by Chairperson Elvig, seconded by Councilmember Cook, to direct staff to delay the
opening of Welcomes Road until the watermain construction on the west side of Welcome's
Road is complete.

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Cook and Olson. Voting No:
None.

Public Works Committee I June 20, 2006
