<br />8. That the Applicants have submitted plans for a new on-site sewage treatment system and <br />the proposed treatment area is outside the construction area with the existing on-site sewage <br />treatment system to be abandoned, pumped, and filled with soil when they take occupancy <br />in the new home. <br /> <br />9. That the presence of a second dwelling for an interim period of time will not adversely <br />impact traffic in the area. <br /> <br />10. That the presence of a second dwelling for an interim period of time will not be unduly <br />dangerous or otherwise detrimental to persons residing or working in the vicinity of the use <br />or to the public welfare. <br /> <br />11. That the presence of the second dwelling for an interim period of time will not substantially <br />adversely impair the use, enjoyment, or market value of any surrounding property. <br /> <br />12. That the presence of a second dwelling for an interim period of time will not be hazardous <br />or disturbing to existing or future neighboring uses. <br /> <br />13. That the second dwelling will be served adequately by public facilities and services such as <br />highways and streets. <br /> <br />14. That the presence of the second dwelling, for an interim period of time, will not create <br />excessive additional requirements at public cost for public facilities and services, and it will <br />not be detrimental to the economic welfare of the community. <br /> <br />15. That the use of the second dwelling, for an interim period of time, will not involve <br />activities and uses that will be detrimental to any persons, property, or the general welfare <br />by reason of excessive production of traffic, noise, smoke, fumes, glare, or odors. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Elvig, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Jeffrey <br />Councilmember Elvig <br />Councilmember Cook <br />Councilmember Olson <br />Councilmember Pearson <br />Councilmember Strommen <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />RESOLUTION #06-04-132 <br />Page 2 of3 <br />
