" Councilmember Pearson introduced the following resolution and moved for its adoption: RESOLUTION # 06-04-137 RESOLUTION GRANTING FINAL PLAT APPROVAL OF BROOKFIELD SECOND ADDITION WHEREAS, Oakwood Land Development, Inc., hereafter referred to as "Developer", properly applied for final plat approval of the following described property located in the City of Ramsey: Outlot B, BROOKFIELD FIRST ADDITION, Anoka County, Minnesota (the 'Subject Property'); WHEREAS, on November 30, 2004, the City of Ramsey received an application and sketch plan for Brookfield Addition from Oakwood Land Development.; and WHEREAS, the Planning Commission reviewed the sketch plan on January 6, 2005 and March 3,2005; and WHEREAS, the City Council conducted a public hearing on March 22, 2005 regarding the Developer's request for a Comprehensive Plan Amendment to change the designated land use of the Subject Property from rural developing to low density residential; and WHEREAS, the City Council reviewed the sketch plan on March 22, 2005; and WHEREAS, on June 30, 2005, the City received written notification from Metropolitan Council that the request for a Comprehensive Plan Amendment had been approved. WHEREAS, on August 8, 2005, the Ramsey Planning Commission conducted a public hearing regarding the proposed preliminary plat; and WHEREAS, the Ramsey Park and Recreation Commission reviewed the preliminary plat on August 11,2005, and recommended that park dedication be satisfied with a cash payment; and WHEREAS, on September 13, 2005, the City Council approved the preliminary plat with contingencies that included revision of the City's Comprehensive Plan to indicate an alignment for 16ih Avenue that is south of the Plat boundary; and WHEREAS, the City's update of the Comprehensive Plan, that was in process during the time frame of the Brookfield preliminary plat review, was to include the realignment of 16ih Avenue N.W.; however, the City has delayed that Plan update and herein confirms the intent to include the realignment of 167th Avenue N.W. in the next Comprehensive Plan update; and WHEREAS, on April 4, 2006, the Developer submitted the final plat documents for Brookfield Second Addition.
