<br />thence north 88 degrees 51 minutes 38 seconds east, from the point of beginning; thence
<br />north 30 degrees 30 minutes 24 seconds west, a distance of 249.91 feet, to the point of
<br />beginning.
<br />
<br />(the 'Subject Property');
<br />
<br />WHEREAS, on July 27, 2005, the City of Ramsey received an application and sketch
<br />plan for Meadow from GM Land Company, Inc.; and
<br />
<br />WHEREAS, the Planning Commission reviewed the sketch plan on September 1,2005,
<br />
<br />and
<br />
<br />WHEREAS, the City Council reviewed the sketch plan on September 20, 2005, and
<br />
<br />WHEREAS, on September 29, 2005, the City of Ramsey received an application from
<br />OM Land Company, Inc., for preliminary plat and site plan approval, a Comprehensive Plan
<br />Amendment to reconfigure the designated land uses on the Subject Property and a rezoning to
<br />implement the changes requested in the Comprehensive Plan; and
<br />
<br />WHEREAS, on November 3, 2005, the Ramsey Planning Commission conducted a
<br />public hearing regarding the proposed preliminary plat, site plan, comprehensive plan
<br />amendment, and rezoning request for Meadow and recommended City Council approval of same;
<br />and
<br />
<br />WHEREAS, the Ramsey Park and Recreation Commission reviewed the preliminary plat
<br />on November 10, 2005, and recommended that park dedication consist of a cash payment; and
<br />
<br />WHEREAS, on November 22, 2005, the City Council approved the preliminary plat and
<br />site plan, subject to compliance with City Staff Review Letter dated October 28, 2005, revised
<br />November 17, 2005, adopted Resolution #05-11-389 authorizing submittal of the request for
<br />comprehensive plan amendment to Metropolitan Council, and adopted Resolution #05-11-390
<br />adopting Findings of Fact and introduced the Ordinance to rezone the property in accordance
<br />with the requested Comprehensive Plan; and
<br />
<br />WHEREAS, on January 23,2006, the Developer submitted the final plat documents for
<br />Meadow;
<br />
<br />WHEREAS, on February 13, 2006, the City received written notification from
<br />Metropolitan Council that the request for a Comprehensive Plan Amendment had been approved.
<br />
<br />WHEREAS, on February 28, 2006, the City Council granted final plat approval to
<br />Meadow, and directed City Staff to work with the Developer to replace the access from the
<br />existing Fire Department to Alpine Drive N.W.; and
<br />
<br />WHEREAS, City Staff and the Developer agreed that access from the Fire Department
<br />shall be derived through Lot 21, Block 5; that the Developer shall be responsible for the
<br />
