<br />Councilmember Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-05-166 <br /> <br />A RESOLUTION GRANTING FINAL PLAT APPROVAL OF RUM RIVER MEADOWS <br /> <br />WHEREAS, National Growth LLC, hereinafter referred to as "Applicant", has properly <br />applied for final plat approval of Rum River Meadows on the following described property <br />located in the City of Ramsey: <br /> <br />The north 330.00 feet of the Northwest Quarter of the Northeast Quarter of Section 23, <br />Township 32, Range 25, together with an easement for road purposes over the west <br />33.00 feet of that part of the Northeast Quarter of said Section 23 which lies north of <br />County State Aid Highway No.5, according to the United States Government survey <br />thereof, Anoka County, Minnesota. <br /> <br />(the "Subject Property") <br /> <br />WHEREAS, on December 13, 2004, the City of Ramsey received an application and <br />sketch plan from National Growth for a plat to be named Rum River Estates; and <br /> <br />WHEREAS, on January 6, 2005, the Planning Commission reviewed the sketch plan; <br /> <br />and <br /> <br />WHEREAS, on January 25, 2005, the City Council reviewed the sketch plan; and <br /> <br />WHEREAS, on February 11,2005, the Developer submitted a preliminary plat for Rum <br />River Estates to the City; and <br /> <br />WHEREAS, on April 7, 2005, the Planning Commission conducted a public hearing and <br />recommended the City Council deny the preliminary plat; and <br /> <br />WHEREAS, on April 14, 2005, the Park and Recreation Commission recommended <br />park dedication and trail fees be satisfied through a cash payment; and <br /> <br />WHEREAS, on May 10, 2005, the City Council tabled action on the request for <br />preliminary plat approval of Rum River Estates; and <br /> <br />WHEREAS, on June 14, 2005, the City Council directed City Staff to prepare findings <br />of fact to assist them in their decision regarding the request for preliminary plat approval of Rum <br />River Estates; and <br /> <br />WHEREAS, on July 26, 2005, pursuant to Resolution No. 05-07-228, the CITY adopted <br />findings of fact #728 supporting the rezoning of the Subject Property from R-l Residential to <br />Planned Unit Development ((PUD) to facilitate the development of Rum River Meadows; and <br />
