<br />Councilmember Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-06-178 <br /> <br />A RESOLUTION GRANTING PRELIMINARY SITE PLAN APPROVAL, AFFIRMING <br />THE ALLOCATION OF ANOKA COUNTY HRA LEVY FUNDS, INTENT TO <br />TRANSFER LAND, AND PROVISION OF TAX INCREMENT FINANCING (TIF) <br />ASSISTANCE TO THE ACCAP-RAMSEY TOWN CENTER APARTMENTS. <br /> <br />WHEREAS, the 2001 City of Ramsey Comprehensive Plan identifies goals and policies <br />which include, but are not limited to the following: (a) working with local and regional housing <br />agencies to identify low and moderate income housing needs; and (b) providing a balanced <br />supply of housing for people of all income levels, ethnicity and physical abilities; and <br /> <br />WHEREAS, the City of Ramsey is a current participant in the Livable Communities <br />Program with the Metropolitan Council; and <br /> <br />WHEREAS, the Ramsey Town Center Master Plan indicates the desire to include a wide <br />range of income levels and unit sizes within the Ramsey Town Center; and <br /> <br />WHEREAS, the document entitled "An Analysis of Potential Demand For Workforce <br />And Senior Housing in Ramsey, Minnesota", prepared by Maxfield Research, Inc., and dated <br />April 2006, identifies the need for more market rate and affordable general occupancy rental <br />units and references Ramsey Town Center as the best location for rental housing; and <br /> <br />WHEREAS, the City has received an application for site plan approval from Anoka <br />County Community Action Program and J. Johnson, Inc. (hereinafter referred to as 'Project <br />Applicants') for a mixed-use, mixed-income building in the Ramsey Town Center with first floor <br />retail and 4 stories of rental apartments (20 affordable and 20 market rate units); and <br /> <br />WHEREAS, the Project Applicants have requested a 0% interest, 30-year loan from the <br />Anoka County Housing and Redevelopment Authority (ACHRA) as an element of funding for <br />the project; and <br /> <br />WHEREAS, the City has officially requested that the Anoka County Housing and <br />Redevelopment Authority provide said loan to the Project Applicants; and <br /> <br />WHEREAS, the Project Applicants have requested that the City provide additional <br />assistance to the project in the form of Tax Increment Financing; and <br /> <br />WHEREAS, the Project Applicants have requested that the City act as a pass-through for <br />an application to the Metropolitan Council's Livable Communities Local Housing Incentive <br />Account (LHIA) for additional funding for the Project; and <br /> <br />WHEREAS, said application requires that the City verify that no eminent domain will be <br />used for the Project. <br />
