'!he following alternatives were discussed: <br /> <br />I. Special Assessnent to benefiting property owners <br />II. Stonn Sewer Improvement Taxing District <br />III. Ci ty Wide Stonn Sewer Improvement Taxing District <br /> <br />Mr. Raatikka stated that Mr. Kennedy strongly recommended not going wi th <br />Alternative I and going with Alternative II. <br /> <br />Mayor Beibnan stated that if the decision is to go with taxing districts, sane <br />thought should be given to establishing all the districts at one time. <br /> <br />Councilmember Reimann pointed out that establishing all stolID sewer taxing <br />districts at this time would unnecessarily alarm a lot of ci tizens; the same <br />ci tizens who would have input on the pJblic hearings now may not be the same <br />citizens who will be affected when a need for storm sewer arises in a certain <br />taxing district. <br /> <br />January 14, 1986 <br />Page 9 of 22 <br />
