Mr. Raatikka stated that he and Mr. Goodridl met with Dave Kennedy, RcInsey's bond munsel, regarding methods of financing trunk stonn sewer improvements in the west drainage district. '!he following alternatives were discussed: I. Special Assessnent to benefiting property owners II. Stonn Sewer Improvement Taxing District III. Ci ty Wide Stonn Sewer Improvement Taxing District Mr. Raatikka stated that Mr. Kennedy strongly recommended not going wi th Alternative I and going with Alternative II. Mayor Beibnan stated that if the decision is to go with taxing districts, sane thought should be given to establishing all the districts at one time. Councilmember Reimann pointed out that establishing all stolID sewer taxing districts at this time would unnecessarily alarm a lot of ci tizens; the same ci tizens who would have input on the pJblic hearings now may not be the same citizens who will be affected when a need for storm sewer arises in a certain taxing district.
