<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I- <br />I <br /> <br />Senator Dahl requested that a respresentative of IWnsey call him to set up a <br />meeting with the CDmlissioner of the De~rbnent of Trans~rt:ation. <br />.~. <br /> <br />Mayor He! bnan referred to an article in the League of Minnesota C! ties Action <br />Alert regarding the Governor's budget prop:>sal, the def ici t and cuts and stated <br />that Ramsey is a fiscally res~nsible Ci ty and should not be asked to subsidize <br />some other city's fiscal irres~nsibility. <br /> <br />Senator Dahl stated that he assisted Ramsey and Andover in obtaining their fair <br />share of State aids7 now those ci ties are expecting and budgeting for that <br />arnoW'lt and it would be unfair of the State not to live up to that a:mnibnent. <br />If ci ty coWlCils would OOI'lInunicate thei r concerns to legislators, it is more <br />likely that the cuts will be made in areas other than mW'licipU State aids. <br /> <br />Mayor Hei tman stated that IWnsey only wants to survive without State aids to <br />the same degree that eveIYbody else is being required to survive without it. <br />Mayor Hei bnan also stated that education is expensive but ignorance is much <br />more cx>stly. <br /> <br />Cbunci1member Cbx replied that it Cbesn't mean a bunch of degrees will make a <br />person not ignorant. <br /> <br />CbW'lci1member Cbx irquired as to what can be Cbne about the situation where the <br />State all~s police dePlrbDents to virtually take whatever they want for a wage <br />increase whether the axmnuni ty can afford it or not. On the one hand, <br />CCIIIDW'li ties are held at bay ~ local aids and on the other hand, ccnmuni ties <br />are told to PlY these rates whether they can afford it or not. <br /> <br />Senator Dahl replied that negotiations with management should be carried out in <br />good faith. <br /> <br />CbW'lCilmember Cbx replied that good faith negotiations no longer are allowed <br />because of State mandated arbi tration which is one sided. <br /> <br />Senator Dahl stated that he is not convinced that it is necessarily a bad thing <br />to all~ ~lice and fire deparbnents additional tools to handle bargaining. <br /> <br />Refer to page 9 of these minutes for further action. <br /> <br />CbW'lcil recessed at 8:46 p.m. <br /> <br />Mayor Heitman called the meeting back to order at 9:01 p.m. <br /> <br />Ca~ I~!
