10 Minutes

CASE :/13:

REQUEST FOR DISCUSSION OF ADDITIONAL
OFF-SALE LIQUOR LICENSE;
CASE OF MR. RICHARD DREHER
By: Bill Goodrich. City Attorney
Anne Norris. Community Development Director

Background:

Mr. Richard Dreher is the developer of River's Bend Plaza and is requesting
Council consideration of an additional off-sale liquor license in Ramsey, as
Mr. Dreher has a contingent lease for a liquor store in River's Bend Plaza.

In 1981 an Ad Hoc Liquor Committee reviewed the City's Liquor License Ordinance
and recommended one off-sale liquor license for each 5.000 population. In
1986. the City Council again reviewed this matter and determined that they
would continue the policy recommended by the Ad Hoc Liquor Committee. Several
Councilmembers also noted that no additional off-sale liquor licenses should be
approved until there are more routes into Ramsey.

State law does not limit the number of off-sale intoxicating liquor licenses
that the City may issue.

Mr. Dreher will be at the meeting to discuss his request with the Council.

Recommendation:

Council action will be based on your discussion.

Review Checklist:

Administrator
Attorney
Engineer
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Other

....L
-L.

....L

30
