<br />20 Minutes CASE #5: <br /> <br />REVIEW PROPOSED DENSITY POLICY <br />By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />The Metropolitan Council establisbes density guidelines for communities <br />tbroughout tbe Seven County Metropolitan Area. Those policies refer to rural <br />areas and urban areas differently. Tbe current policy for rural development is <br />that the City sbould strive to meet a four bouses per 40 acre density wbicb <br />suggests or implies that houses may be clustered, yet tbe overall density <br />sbould be one house per ten acres. Since mucb of Ramsey was platted and <br />partially developed before tbe establisbment oftbe Metropolitan Council and <br />certainly before the establisbment of tbese policies, it is justifiable tbat <br />tbese density policies apply to undeveloped land and the community in total. <br /> <br />Therefore, City Staff bas been meeting witb tbe Metropolitan Council Staff to <br />seek approval of the way in which tbe City of Ramsey proposes to meet tbe <br />Metropolitan Council density policies. <br /> <br />Other matters are contingent upon the acceptable resolution of tbese density <br />issues. Metropolitan Council Staff is reluctant to grant amendments to tbe <br />City's Comprehensive Plan whicb would provide additional sanitary sewer <br />capacities to areas wbich are now prepared to develop and tbereby severely <br />limit the "urban" development of Ramsey.
