<br />ITEM #4: MSAS Route Changes <br /> <br />BACKGROUND: <br /> <br />I have completed the Annual certification of Mileage and with the new <br />construction last year, the City is eligible for an additional 0.74 <br />miles of MSAS mileage. <br /> <br />There are several items pending which could/will effect the alignment <br />of existing routes. The proposed railroad crossing west of the weigh <br />station and the closing of Puma street railroad crossing as a pUblic <br />crossing will require realignment of several MSAS routes. If the <br />airport is upgraded, the route connecting to Co. Rd. 116 will have to <br />be changed. The City is also waiting ona response from Anoka on the <br />designation of McKinley street between Thurston Avenue and the Ramsey <br />boundary as a MSA street. If Anoka designates a MSA street, Ramsey <br />could designate a MSA street north of the railroad tracks through the <br />industrial area of the city. <br /> <br />A map showing the proposed revisions in the vicinity of the weigh <br />station is attached. <br /> <br />RECOMMENDATION: <br /> <br />The Road and Bridge Committee recommends the revisions to the MSAS <br />system in the industrial area and around the airport be put on hold <br />until the future status of the airport is known and a response from <br />the City of Anoka is received. <br /> <br />The Road and Bridge Committee recommends further that the proposed <br />changes in the vicinity of the weigh station be sent to the District <br />state Aid Engineer for preliminary approval. At the time the railroad <br />crossing is approved, the City could adopt the final resolutions <br />revising those routes. <br /> <br />Council Action: <br /> <br />Motion to: <br />Authorize the city Engineer to submit the proposed changes in the <br />vicinity of the weight station to the District state Aid Engineer for <br />preliminary approval. <br /> <br />ITEM #5: 1988 MSAS Projects <br /> <br />As of December 31, 1987, the city's unexpended MSA account balance was <br />$348,753.25. Of this amount approximately $50,000 may be required to <br />final out previous projects leaving approximately $300,000 for 1988 <br />projects. The City has received an allotment of $390,221 for 1988 of <br />which approximately $370,000 is to be used for construction. In <br />addition, the City could pre-encumber 40% of the 1989 allotment to be <br />used for 1988 projects which would provide a total construction fund <br />of approximately $825,000 for 1988. <br />
