ITEM #4: MSAS Route Changes

BACKGROUND:

I have completed the Annual certification of Mileage and with the new
construction last year, the City is eligible for an additional 0.74
miles of MSAS mileage.

There are several items pending which could/will effect the alignment
of existing routes. The proposed railroad crossing west of the weigh
station and the closing of Puma street railroad crossing as a pUblic
crossing will require realignment of several MSAS routes. If the
airport is upgraded, the route connecting to Co. Rd. 116 will have to
be changed. The City is also waiting ona response from Anoka on the
designation of McKinley street between Thurston Avenue and the Ramsey
boundary as a MSA street. If Anoka designates a MSA street, Ramsey
could designate a MSA street north of the railroad tracks through the
industrial area of the city.

A map showing the proposed revisions in the vicinity of the weigh
station is attached.

RECOMMENDATION:

The Road and Bridge Committee recommends the revisions to the MSAS
system in the industrial area and around the airport be put on hold
until the future status of the airport is known and a response from
the City of Anoka is received.

The Road and Bridge Committee recommends further that the proposed
changes in the vicinity of the weigh station be sent to the District
state Aid Engineer for preliminary approval. At the time the railroad
crossing is approved, the City could adopt the final resolutions
revising those routes.

Council Action:

Motion to:
Authorize the city Engineer to submit the proposed changes in the
vicinity of the weight station to the District state Aid Engineer for
preliminary approval.

ITEM #5: 1988 MSAS Projects

As of December 31, 1987, the city's unexpended MSA account balance was
$348,753.25. Of this amount approximately $50,000 may be required to
final out previous projects leaving approximately $300,000 for 1988
projects. The City has received an allotment of $390,221 for 1988 of
which approximately $370,000 is to be used for construction. In
addition, the City could pre-encumber 40% of the 1989 allotment to be
used for 1988 projects which would provide a total construction fund
of approximately $825,000 for 1988.
