The ge~eral <br />comments are as follows: <br /> <br />o The proposed ordinance seems to be much more restrictive than the <br />State of Minnesota statutes (chapter 7860) that define the rules and <br />regulations gc.ver-ning char.itable gambling in the State of tvlinne:.c.ta. <br /> <br />o The State of Minnesota rules governing charitable gambl jng are always <br />being reviewed and changed to reflect current conditions and needs. <br />The proposed ordinance of the City of Ramsey should be flexible enough <br />to allow fcor the:.e legi:.lated rule change:.. <br /> <br />o The proposed cordinance :.ta.tes that the city tAlill 1) investigate ea.ch <br />appl ication, 2) that each gambl ing event in the City of Ramsey shall <br />be open to inspection by officers of the Ramsey Pol ice Department, <br />3) that the City Administrator or employees of the Ramsey Pol ice <br />Department may inspect all records of the 1 icensed organization. Our <br />tho~ght concerning this is that the proposed ordinance does not now <br />assess a local tax on charitable gambl ing profits to help pay for <br />these added expenses. The Minnesota statutes state that the local <br />9 Co v ern in,;; bod y IT; ~> y imp 0:. e a 1 0 C a. 1 t Ci. x u P t 0 but not e x C e e din 9 t h r e e <br />(3) percent of the Drofits~ whi:h are defined as gross receipts less <br />prizes paid out.
