The state is currently <br />considering a rule change covering this item. The rule will have an <br />effectivity date of 1990. This ordinance clause appears to have <br />meaning only for private clubs such as VFW, American Legion, etc. The <br />Class A 1 icense is for all forms of lawful gambl ing, Class B 1 icense is for <br />all forms of lawful gamb1 ing except bingo, Class C 1 icense is for bingo <br />only, and Class D 1 icense is for raffle only. (:1 ub. <br /> <br />(c) Every agreement between a non-profit organization and an on-sale <br />premise for gambl ing shall be in the form of a written lease. The <br />written lease shall be the complete agreement between the parties, and <br />there shall be no unwritten terms or conditions... <br /> <br />COMMENT: This item also is much more restrictive than the Minnesota <br />statute. Paragraph 7860.0090 of the state rules cover the leasing <br />agreement in great detail.
