10 Minutes CASE #4: REOOEm' FOR SITE PLAN REVIEW: CASE OF NCRl'H STAR EN;INEE:RIN::; By: Anne Norris, Comm.mity Developnent Director Background: North Star Engineering is requesting site plan review of their proposed Amoco convenience center to be located at 142nd Avenue N.W. and State Highway #47. The convenience center includes a 1,030 square foot convenience store and a 743 square foot car wash. Both structures will be constructed with glazed brick. In addition, a canopy is proposed for the gas pump areas. Access to the site is proposed fran state Highway #47 and fran 142nd Avenue N.W. The developer is prop:>sing to provide five off-street parking spaces. Enclosed are the following items for your information: a) Site location map b) Proposed site plan c) Protx>sed landscaping plan d) Proposed building elevation e) Proposed development agreement Cl:>servations: As the property is located within the Scenic River Overlay District, the project must comply with the i.rrpervious surface limitations of 35%. Mr. John stine, DNR, has reviewed the project and has noted that 58% of the prop€rty will be covered with impervious surface; therefore, a variance is necessary prior to construction. Mr. Evan Green, Mn;DoT, has reviewed this request and has recommended that the center not access directly onto State Highway #47, but rather access from 142nd Avenue N.W. 1ecamnendation: Council Action: Motion to: Approve/deny Kbrth Star Engineering's request for site plan review.
