That Mr. David Hauan, hereinafter referred to as "Applicant", has <br />properly applied for a conditional use permit to construct and operate <br />a recreational center and to construct an advertising sign in the I-I <br />Industrial District. <br /> <br />2. That the Appl icant appeared before the Ramsey Planning and Zoning <br />Commission for a public hearing pursuant to Sections l70.0l3D and <br />170.05 of the Ramsey City Code on April 5, 1988 and that said public <br />hearing was properly advertised and that the minutes of said public <br />hearing are hereby incorporated by reference. <br /> <br />3. That the subject property is generally known as 14622 Ferret Street <br />N.W. and is legally described as follows: <br /> <br />Lot 2, Block 1, HY-IO Ramsey, Moka County, f>'I..innesota <br /> <br />4. That the subject property is located in the I-I Industrial District and <br />is approximately 4.21 acres in size. <br /> <br />5. That the Applicant is proposing to construct and operate a recreational <br />center consisting of a roller rink, bumper boats, go-cart track and <br />miniature golf on the subject property. <br /> <br />6. That the Applicant is proposing to construct a 160 square foot <br />advertising sign on the subject property. This sign will advertise the <br />prop:>sed recreational center. <br /> <br />7. That a recreational center is not a permitted use in the I-I Industrial <br />District. <br /> <br />8. That Section 170.05 of the City Code limits advertising signs to a <br />maxirnlml of 300 square feet. <br /> <br />9. That Section 170.05 of the City Code requires a conditional use permit <br />to construct an advertising sign and also requires the sign to <br />advertise the activity on the subject property or an activity located <br />within 2500 feet of the subject property. <br /> <br />10. That access to the proposed recreational center will be from Ferret <br />Street N.W. <br /> <br />11. That the adjacent property to the east is occupied by industrial <br />storage facilities and a retail/commercial shopping center. <br /> <br />12. That the pro};erty to the north and west is vacant. <br /> <br />13. Tnat the subject property is bounded on the south by the Burlington <br />Northern Railroad tracks. <br /> <br />14. Tnat there are no other siroilar };ermitted conditional uses in the City. <br /> <br />15. Tnat the proposed use will increase traffic to and from the subject <br />property. <br /> <br />?() <br />
