CASE #9: CONSIDER AMENDMENT TO THE CITY'S 1990 COMPREHENSIVE PLAN By: Community Development Director Anne Norris Background: The City is proposing a minor amendment to its 1990 Comprehensive Plan to expand the boundaries of the City's 1990 Urban Area. As you may recall, the Urban Area is that area where the Metropolitan Council has authorized the extension of utilities. The proposed amendment is in response to several developers' requests to extend utilities to serve proposed residential developments. For your information, enclosed is a map showing the existing 1990 Urban Area boundaries. A map showing the proposed 1990 Urban Area boundaries will be available at the meeting. Observations: As the Commission knows, the Metropolitan Council has expressed concerns regarding the City's rural residential density policy. (The City currently permits development of 2 -1/2 acre lots; the Metropolitan Council rural density standard is one residential unit per ten acres or 4 residential units per 40 acres). Metropolitan Council staff has suggested that any amendments to the City's Comprehensive Plan should include some reference to the City's proposed resolution to the residential density issue. At its meeting on March 22, the City Council reviewed with Staff the possibility of implementing a rural density standard of 4 residential units per 40 acres at some specific future date; possibly January 1, 1990. At that time, the City Council directed City Staff to continue negotiating with Metropolitan Council staff for implementing a rural density policy. Recommendation: Commission Action: Motion to: Recommend approval /denial of the proposed Comprehensive Plan amendment.
