CASE #9: <br />CONSIDER AMENDMENT TO THE CITY'S 1990 COMPREHENSIVE PLAN <br />By: Community Development Director Anne Norris <br />Background: <br />The City is proposing a minor amendment to its 1990 Comprehensive Plan to <br />expand the boundaries of the City's 1990 Urban Area. As you may recall, <br />the Urban Area is that area where the Metropolitan Council has authorized <br />the extension of utilities. <br />The proposed amendment is in response to several developers' requests to <br />extend utilities to serve proposed residential developments. <br />For your information, enclosed is a map showing the existing 1990 Urban <br />Area boundaries. <br />A map showing the proposed 1990 Urban Area boundaries will be available at <br />the meeting. <br />Observations: <br />As the Commission knows, the Metropolitan Council has expressed concerns <br />regarding the City's rural residential density policy. (The City currently <br />permits development of 2 -1/2 acre lots; the Metropolitan Council rural <br />density standard is one residential unit per ten acres or 4 residential <br />units per 40 acres). Metropolitan Council staff has suggested that any <br />amendments to the City's Comprehensive Plan should include some reference <br />to the City's proposed resolution to the residential density issue. <br />At its meeting on March 22, the City Council reviewed with Staff the <br />possibility of implementing a rural density standard of 4 residential units <br />per 40 acres at some specific future date; possibly January 1, 1990. At <br />that time, the City Council directed City Staff to continue negotiating <br />with Metropolitan Council staff for implementing a rural density policy. <br />Recommendation: <br />Commission Action: <br />Motion to: <br />Recommend approval /denial of the proposed Comprehensive Plan <br />amendment. <br />Review Checklist: <br />Administrator X Chief of Police <br />Attorney X Finance Officer <br />Co inueer X Public Works Superintendent — <br />Y Develo pmnt Director X Other <br />IN <br />
