CASE #13: <br />REQUEST FOR CITY PARTICIPATION (TAX INCREMENT FINANCING) <br />IN PROPOSED PROJECT; CASE OF MS. KRIS FLUEGEL AND MS. SARAH SAWYER <br />By: Community Develognent Director Anne Norris <br />Background: <br />Ms. Fluegel and Ms. Sawyer are proposing to construct and operate a dog <br />training school and retail pet supply store on the property at 14640 St. <br />Francis Blvd. N.W. They are proposing to construct a 7,500 square foot <br />commercial block building and requesting that the City participate in the <br />project by financing approximately $63,000 in site improvements and <br />utilities. The subject property is located in the B-1 Business District. <br />The proposed use is a permitted use in this district. <br />The proposed project is located within Development District No. 1. The <br />City would need to establish a Tax Increment Financing District to <br />accommodate this project. <br />For your information, the following items are enclosed: <br />a) Site location map <br />b) Proposed site plan <br />C) Application for tax increment financing <br />d) Resolution #87 -213 establishing Tax Increment Financing Policy <br />Observations: <br />As you may recall, the City's policy regarding tax increment financing <br />includes Planning and Zoning Commission review of all tax increment <br />financing requests with respect to the following considerations: <br />a) Is the request consistent with the City's Comprehensive Plan? <br />b) Is the request appropriate under the Zoning Ordinance? <br />The Economic Development Commission reviewed this request on March 30 and <br />recommended approval of the project provided there is sufficient increment <br />to participate in the project. <br />Recommendation: <br />Commission Action: <br />Motion to: <br />Recommend approval /denial of the request by Ms. Kris Fluegel and Ms. <br />Sarah Sawyer for City participation in their proposed project. <br />Review Checklist: <br />Administrator <br />Attorney <br />Engineer <br />Community Development Director <br />-1L Chief of Police _ <br />Finance Officer _ <br />Economic Development Commission x <br />X Bond Counsel X <br />
