A. City staff reviews the request with respect to the <br />following information: <br />— complete description of project including: <br />- location of development <br />— type of development <br />total project cost <br />— size of development <br />— type and amount of request <br />— number of jobs created <br />— timetable for project <br />financial feasibility <br />legal feasibility <br />If request is financially and-legally feasible, the <br />request will be forwarded to the Planning and Zoning <br />Commission and Economic Development Commission for <br />their review and recommendations. <br />B. The Planning and Zoning Commission reviews the request <br />with respect to the following issues: <br />—Is the request consistent with the City's <br />Comprehensive Plan? <br />— Is the request appropriate under the Zoning Ordinance? <br />C. The Economic Development Commission reviews the request <br />with respect to the following issues: <br />— Will the request lead to an increase in full —time, <br />permanent employment opportunities in the City? <br />— Will the request allow for the expansion or retention <br />of an existing local business? <br />— Will the request lead to the development of certain <br />public improvements which will, in turn, attract <br />additional future private development? <br />— Will the request encourage /assist future development <br />in the area? <br />— Will the request increase the tax base of.the City? <br />D. The City Council will receive the comments and <br />recommendations of City staff, the Planning and Zoning <br />Commission and the Economic Development Commission. In <br />addition, 'the City. Council will review the request with <br />respect to the following issues: <br />— Will the request benefit the City as a whole? <br />— Will the request encourage other private development <br />in the area? <br />— Will the project not occur without municipal financial <br />(TIF) assistance? <br />— Is the project legally and financially feasible? <br />E. If the Council approves a request, all approvals are <br />Resolution #87 -213 <br />Page 3 of 4 <br />�zS <br />
