CASE #14: <br />REQUEST FOR SITE PLAN REVIEW AND CITY PARTICIPATION (TAX INC.REMENr <br />FINANCING) IN PROPOSED PRWECT; CASE OF MR. JOHN NOARD <br />By: Community Development Director Anne Norris <br />Background: <br />Mr. Noard is proposing to relocate his existing business, Anoka Sports <br />Center, to Lot 1, Block 1, Riverside West, from its existing location at <br />6304 Hwy. #10 N.W. Mr. Noard is proposing to construct a 10,500 square <br />foot block retail building and a 4,000 square foot block storage building. <br />Mr. Noard is requesting that the City participate in this project by <br />financing approximately $70,000 of site improvements. <br />The proposed project is located in the B-1 Business District; the proposed <br />use is a permitted use in this district. The proposed project is also <br />located within Development District No. 1. The City has established a Tax <br />Increment Financing District which includes Mr. Noard's property. <br />For your information, the following items are enclosed: <br />a) Site location map <br />b) Proposed site plan <br />C) Letter of application and attachments <br />d) Resolution #87 -213 establishing Tax Increment Financing Policy <br />e) Proposed development agreement <br />Observations: <br />As you know, the City's policy regarding tax increment financing includes <br />Planning and Zoning Commission review of all tax increment financing <br />requests with respect to the following: <br />a) Is the request consistent with the City's Comprehensive Plan? <br />b) Is the request appropriate under the Zoning Ordinance? <br />The preliminary cash flow projections for the project show that there is <br />sufficient increment to participate in the project. <br />The Economic Development Commission reviewed this project on March 30 and <br />recommended approval. <br />Recommendation: <br />Commission Action: <br />Motion to: <br />Recommend approval /denial of the request by Mr. John Noard for City <br />-and- <br />participation in the proposed project. . <br />Motion to: <br />Recommend approval /denial of Mr. Noard's proposed site plan. <br />Review Checklist: <br />Administrator _ Chief of Police _ <br />Attorney Finance Officer _ <br />Engineer X Public Works Superintendent <br />Community Development Director X Economic Development Commission X <br />17le <br />
