{ Inprovements and future planning for the TH 10 study area should advance <br />according to a logical set of goals. These goals should involve economic <br />development, land use, transportation and amity image. The diversity <br />represented by these topics will provide a broad - based approach of benefit <br />to the study area and commmty as a whole. <br />The following implementation plan is derived from action steps described in <br />further detail within the preceding chapters. Reco mnendations are listed by <br />topic area. <br />Eooncmic Development Potential <br />The City of Ramsey offers a unique development opportunity in a difficult <br />and challenging locational setting. Capturing economic expansion requires <br />an equally unique, organized and progressive program to remove locational <br />limitations. The implementing actions su=arized here are extracted from <br />the report. They overlap other recommendations because of the <br />interrelationships of land use, market, financing, transportation, design <br />and organization. <br />Implementation is a system of actions and interrelationships as well. Each <br />action has a resulting reaction. Undertaking selective portions must be <br />carefully weighed as to the impact on. achieving results without other <br />cmplementary implementation actions. <br />1. Establish a hick profile identity procrram <br />o Name industrial and camercial districts <br />o Establish graphic and signing image <br />o Develop promotional programs <br />o Consider renaming the city <br />or <br />(This action has many facets. Any program must go beyond the cosmetics <br />of slogans and graphics. The identity program should back up the <br />structural changes. Elements include cmmunity signing, private sign <br />controls, building design, landscape treatment, public building design, <br />comminity awards, promotional brochures, events and festivals, etc. <br />Establishment of an identity package for TH 10 and the industrial <br />district would include names, signage, organizational activities, <br />promotional activities, etc.) <br />2.
