PAUL, MN 55106 FILENO. <br />March 21, 1988 <br />Ms. Anne Norris <br />City of Ramsey <br />15153 Nowthen Boulevard NW <br />Ramsey, Minnesota 55303 <br />Dear Ms. Norris: <br />RE: REVIEW OF OAKWOOD HILLS AND RAMBOSEK RED OAK ESTATES <br />I have reviewed the preliminary plats provided including the revised <br />plat of Oakwood Hills. Based on my review I offer the following <br />comments: <br />1. There are no DNR protected wetlands on the site, therefore no DNR <br />permit will be required pursuant to 105.42. <br />2. Any site dewatering for utility construction in excess of 10,000 <br />gallons per day or 1,000,000 per year requires a DNR <br />appropriation permit as outlined in Minnesota Statutes 105.41. <br />3. A floodplain area exists along Anoka County Ditch #3 which runs <br />between the two (2) plats. This area falls under the <br />jurisdiction of the city's environmental ordinances and would be <br />classified as a general floodplain district. Any alteration of <br />this area requires a conditional use permit under the city's <br />floodplain ordinance. The proposed crossing of the ditch by <br />Wolfram Street Northwest must undergo conditional use permit <br />process to determine the appropriate size of the culvert and <br />other details of the crossing. In addition, the ordinance <br />procedures will establish minimum building elevations for Lots 1, <br />2, 3 and 4 of Block 3; Lots 1 and 2 of Block 2 of Oakwood Hills <br />which are all or partially within the floodplain. <br />Without going through the conditional use procedures, the city <br />will be unable to exactly inform the developer of the minimum <br />building and sewage treatment system requirements. In addition, <br />the lots abuting the ditch in Rambosek Redoak Estates should also <br />have minimum building elevations established through this <br />procedure. <br />4. Anoka County Highway Department is the responsible ditch <br />maintenance authority for County Ditch #3 and they should be <br />consulted regarding this project. <br />AN EQUAL OPPORTUNITY EMPLOYER V <br />
