PROPOSED FINDINGS OF FACT <br />MR. DAVID HAUAN <br />1. That Mr. David Hauan, hereinafter referred to as "Applicant ", has <br />properly applied for a conditional use permit to construct and operate <br />a recreational center and to construct an advertising sign in the I -1 <br />Industrial District. <br />2. That the Applicant appeared before the Ramsey Planning and Zoning <br />Commission for a public hearing pursuant to Sections 170.013D and <br />170.05 of the Ramsey City Code on April 5, 1988 and that said public <br />hearing was properly advertised and that the minutes of said public <br />hearing are hereby incorporated by reference. <br />3. That the subject property is generally known as 14622 Ferret Street <br />N.W. and is legally described as follows: <br />Lot 2, Block 1, HY -10 Ramsey, Anoka County, Minnesota <br />4. That the subject property is located in the I -1 Industrial District and <br />is approximately 1.4 acres in size. <br />5. That the Applicant is proposing to construct and operate a recreational <br />center consisting of a roller rink, bumper boats, go -cart track and <br />miniature golf on the subject property. <br />6. That the Applicant is proposing to construct a 160 square foot <br />advertising sign on the subject property. This sign will advertise the <br />proposed recreational center. <br />7. That a recreational center is not a permitted use in the I -1 Industrial <br />District. <br />8. That Section 170.05 of the City Code requires a conditional use permit <br />to construct an advertising sign and also requires the sign to <br />advertise the activity on the subject property or an activity located <br />within 2500 feet of the subject property. <br />9. That access to the proposed recreational center will be from Ferret <br />Street N.W. <br />10. That the adjacent property to the east is occupied by industrial <br />storage facilities and a retail /carmrcial shopping center. <br />11. That the property to the north and west is vacant. <br />12. That the subject property is bounded on the south by the Burlington <br />Northern Railroad tracks. <br />13. That there are no other similar permitted conditional uses in the City. <br />14. That the proposed use will increase traffic to and from the subject <br />pror--rty. <br />15. That the proposed use will not be detrimental to the public welfare. <br />
