That MLrmesota Statutes, Section 462.355 require municipalities to prepare and acopt a comprehensive municipal plan. 2. That the comprehensive municipal plan includes policy statements, goals, standards, and maps for guiding the physical, social and econanic developnent of the municipality. , 3. That the City of Ramsey adopted its 1990 Comprehensive Plan on June 22, 1982 by Resolution #82-91. 4. That the City's Comprehensive Plan del ineates an Urban Service Area which is generally located in the southeast quadrant of the City. 5. That the purpose of the Urban Service Area is to provide an urban area within the City where sanitary sewer service may te extended pursuant to authorized caJ;:acity frem the Metropolitan Waste Control Commission. 6. That on August 19, 1987, the Ramsey City Council received a petition from a land owner requesting the extension of sanitary sewer and municipal water to Outlot B, Rum Acres Estates, a property located outside of the City's Urban Service Area. On August 19,1987, the Ramsey City Council authorized the City Engineer to perform a feasibility report on extending utilities to Outlot B, Rum Acres Estates. 7. That on January 26, 1988, the Ramsey City Council received the feasiblity report on the extension of sanitary sewer and municipal water to outlot B, Rum Acres Estates which report found the. extension to be feasible and the City Council set a public hearing for February 24, 1988 to consider the proposed int'rovements. 8. That on February 18, 1988, the Ramsey City Council executed a preliminary developnent agreement which agreement requires the City to conduct a feasibility study to determine whether sanitary sewer and municipal water should be extended to the property west of Ramsey Terrace Pond and northwest of Magnesium Street Pond and located outside of the City's Urban Service Area. 9. That on AprilS, 1988, the Ramsey Planning and Zoning Commission conducted a public hearing on a proposed amendment to the City's 1990 Comprehensive Plan. The amendment proposed the expansion of the City's Urban Service Area to the following areas, to wit: Said public hearing was properly advertised and the minutes of said public hearing are hereby incorporated by reference. 10. That on April 5, 1988, several residents living adjacent to Outlot B, Rl.m1 Acres Estates, expressed concern to the Ramsey Planning and Zoning Commission regarding what impact the extension of sanitary sewer and municipal water to Outlot B would have on their property.
