<br />May 20, 1988 <br /> <br />Ci ty Counei 1 <br />Ci ty of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, MN 55303 <br /> <br />Re: Outlot B, Rum Acres (Juniper Woods) <br /> <br />TO: Gary Reimann, Mayor; and Councilmen Arne Cox, Al Sorteberg, <br />Steve OeLucha and Al Pearson <br /> <br />R E r: I:' I " r: D <br />hAY ., .. <br />L .1 fr:'!.ql/ <br /> <br />Dea r Counei 1 : <br /> <br />Since 1969, when my partner (Bob Neary, now deceased) along with <br />my brother (Les Miller) and I i'flvested in Ramsey Township property, we hoped <br />that (along with town government stalwarts) that as the urban area crept <br />north along the Mississippi and Rum rivers Ramsey would develop on a sound <br />basis. <br /> <br />One of those sound ideas used early by Ramsey was the one acre <br />(200' wide) lot and Ramsey's sound policy of suggesting to buyers that they <br />buil d on "ha 1 f" . Then the day when city servi ces woul d come the owner coul d <br />split off a valuable 100' wide lot. This was the basis on which Rum Acres <br />was platted in the early 1970's. <br /> <br />Since the original plat of Rum Acres, Outlot B has been held un- <br />developed. Originally it was within the MUSA line of l53rd Avenue and <br />intended for development with city utilities when available. But by the time <br />city utilities became available (through extension from Rivers Bend), the <br />MUSA line had been pulled down to l49th for some reason. As you know this <br />required a technical amendment of the MUSA line to again pick up Outlot B <br />before it can be developed. <br /> <br />Since initiation of the Outlot B project last August, all had been <br />going along fairly well. P & Z had approved a sketch plan review. The <br />Council had accepted our petition for extension of sewer and water from <br />Rivers Bend and held a public hearing (without opposition). The city engineer's <br />feasibility study, ordered by the Council, was received as favorable. The guide <br />plan amendment matter with MPC was underway. <br /> <br />Then Lightning struck. On May 17, 1988 P & Z, in an apparent <br />effort to pacify newly heard neighborhood opposition, did a turnabout in <br />its action on the guide plan amendment and EXCLUDED our Outlot B from <br />favorable action. <br /> <br />3'8 <br />
