IV <br /> <br />: ::#~!.':': ~~:.~./.~\ {;"",\ ~L.... ,~'~L \& <br /> <br />,>:1'" <br /> <br />(a) Describe the existing physical environment, land use, and' development in <br />the area and the environment. land use. and development proposed in existing <br />local and metropolitan comprehensive plans; . <br />(b) Present infonnation on the hydrologic system and its components and <br />existing and potential problems reJatedthereto; , <br />(c) State objectives and policies, including management principles, alternatives-- <br />and modifications, water quality, and protection .of natural characteristics; <br />(d) Set forth a management plan, including the hydrologic and water quality <br />conditions that will be sought and significant opportunities for improvement; <br />(e) Describe conflicts between the watershed plan and existing plans of local <br />government units; <br />(f) Set forth an implementation program consistent with the management <br />plan. which includes a capital improvement program and standards and schedules <br />for amen"ding the comprehensive plans and official controls of local government <br />units in the watershed to bring about confonnance with the watershed plan; and <br />(g) Set out a procedure' for amending the plan. . <br />, Subd. 5. Reliew. Upon completion of the plan but before fmal adoption by <br />the organization, the organization shall submit the plan for review and comment to <br />all counties, soil and water conservation disticts, towns, and statutory and home <br />rule charter cities having territory v.;thin the watershed. Any local government <br />unit which expects that substantial amendment of its local comprehensive plan will <br />be necessary in order to bring local water management into confonnance with the ' <br />watershed plan shall describe as specifically as possible, within its comments, the <br />amendments to the local plan which it expects \\.ill be necessary. Sixty days after <br />the submission to local government units for comment, the organization shall ,. <br />submit the plan, any comments received, and any appropriate amendments to the ----_ <br />plan, to the board of the county or counties having territory within the watershed. - <br />The county shall approve or disapprove projects in the capital improvement <br />program which may require the provision of county funds pursuant to section <br />112.60, subdivision 2, or section 473.883. The county shall -have 60 days to <br />, complete its review of the capital improvement program. If the county fails to <br />complete its review within the prescribed period, unless an extension is agreed to <br />by the organization the program shall be deemed approved. If the watershed <br />extends into more than one county and one or more counties disapprove of all or <br />part of a capital improveme~t program while tbe other county or counties approve, <br />the program sball be submitted to the water resources board for review pursuant to <br />subdivision 7. <br />, Subd. 6. Reliew by metropolitan council. After completion of the review <br />'under subdivision 5, the plan sball be submitted to the metropolitan council for <br />Ieview. Notv.;thstanding any provision to the contrary in sections ] ]2.46 and <br />473.]65, the council shall review tbe plan in the same manner and with tbe same <br />authority and effect as provided for the council's review of the comprehensive <br />plans of local government units under section 473.175. The council shall com- <br />ment on the apparent conformity with metropolitan system plans of any anticipa- <br />ted amendments to local co..mprehensive plans. . <br />Subd. 7. Redew by state agencies. After completion of the re\;ew under <br />subdivision 6, the plan shall be subnutted to the commissioner of natural resources <br />and the pollution control agency for review and comment on the consistency of <br />the plan v.;tb state laws and rules relating to water and related land resources, a~d <br />to the water resources board for review under section I ]2.46. Except as otherv.'1Se <br />provided in this 'subdivision, the water resources board shall review the plan as <br />provided in section I ]2.46.
