RE: staff Report for April 1983

I

1) Finance - The following is submitted on this item:

I

a) Cash Flow Report for March 1983 - You received the cash flow
report and I also resubmitted a copy of the City Accountant's
twelve month projection which you should use when rev~ewing
each month's cash flow report.

I

I

b) Quarterly Revenue and Expenditure Report for January through
March 1983 - This report is rather voluminusbut it does provide
~a.lot of information. If you. don 't understand something in it,
please give the City Accountant a call and review it with her.
This report is being submitted under separate cover.

I

c) Audit -Our auditors have completed their audit of the City's
financial statement and have submitted a:.preliminary draft
report for the City to review. . We ,should be getting that
document sometime in May 1983.

I

d) Other Financial Issues - We have not been able to work on many
other financial issues such as the following:

I

1) Five year capital improvement budget
2) Fiscal analysis
3) Bond rating issue

1

-I

The above issues have had to take a lower work rating due to
other demands put on the City and this has been the case on a
lot of important issues.

1

2) Planning - We were going to try and complete the Critical Area Ordinance
during April but partially due to bad weather and workload that has been set
ahead to hopefully be completed in May 1983.

I

We also want to include our wetlands into this Critical Area Ordinance.
will be trying to set up a meeting with the state Environmental Quality
hopefully next Wednesday, April 27, 1983.

We
Board

/:1

3) State Aids - The following is submitted on this issue:

I

a) state Aid Lawsuit - We are progressing extremely well, as our expert
witness is really developing some outstanding data for our attorney.
It has been a lot of work to get this far.

I

b), State Aid Legislation - There are a lot of bills in the hopper like
every year, but everyone of them has its problems like before so
it's anyone's guess what will really happen over at the Capitol.
