I A".,,", ::._".' 't ":".:' I Mr. Dunn inquired as to where the City of Ramsey would have the most lobbying effort -- at the County level or the Metro Council level? ' I Mr. Goodrich replied that Ramsey wants to have input at every step. This bill would not take any authority away from the Metro Council and give it to the County, but rather it would take authority away from municipalities and give it to the County. I Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to adopt Resolution #83-44 Resolution opposing Ho~e File #883 and encouraging continuance of the existing siting committee authority. I Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, Van Wagner and Schlueter. Voting No: None. I Case #1: Wohkshop On Utility Ordinance: I Mayor Gamec noted that a general informational meeting for the public regarding utility ordinance is scheduled for April 19, 1983 at Ramsey Elementary School \ at 7:30 p.m. I Mr. Goodrich stated that Council met on the 21st of March and reviewed the first 10 pages of the proposed utility ordinance. The first 15 pages are proposed sewer assessment policy. The policy is then what proposed to be City guideline if and when it is necessary for properties within the City to ~ assessed. Beginning at page 16, are various amendments to the subdivision code addressing how and when citizens would receive sewer and water and how does the citizen protect themselves against sewer and water. This policy and amendments to subdivision ordinance will be forwarded to Council for adoption at their regular meeting on April 26, 1983 and it can pass with a 3/5 vote. I CI) I Mr. Goodrich stated that a good format for their informational meeting scheduled for April 19, 1983, would be to have a bonding agent, Metro Council representative, assessor, economist, Ramsey Coalition representative, developer and City Engineer present to provide their input and answer questions. He also suggested that if any citizens have questions, they should contact City Administrator Schnelle in order that answers can be researched out before the meeting on April 19. I I I Councilmember Van Wagner suggested that in addition to advertising the April 19 meeting in the Anoka County Union, Anoka Shopper and Ramsey Community Sign, flyers be placed in Ramsey businesses. I Mr. Goodrich stated that the utility ordinance does not say that any area will be sewered -- it is just a policy to serve as a guideline if and when sewer and'water does occur. We are not discussing costs for an individual parcel or when is it coming or how do you get it. All the~e questions can be discussed on April 19, 1983. I I ( ;\ \1) " Mr. Goodrich stated that Ramsey is a statutory city'-- all of it's authority is granted to it by State legislation. Minnesota Statute Chapter 429 lays out how public improvements will be paid for in a city and the procedures a city must follow and this refers to sewer, water and blacktop streets.
