'.J <br /> <br />I <br /> <br />Councilmember Reimann stated that the police department does not have the <br />right to demand over and above what the rest of the City employees are <br />receiving and it simplifies matters to offer everyone the same package. If <br />Council wants to approve of the police department's demands ~ I will not be a <br />part of it. <br /> <br />I <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Schlueter <br />to adopt Resolution #83-48 approving the Police Contract which included <br />granting a 9% pay increase and granting a ~ day holiday pay on December 24. <br />Further, to authorize. the Mayor and City Admi~strator to sign said labor <br />agreement between the City and LELS (Law Enforcement Labor Services). Further, <br />to adopt Ordinance #83-3 amending City Ordinance 10.097 of the Personnel.' <br />Policy.' (Please refer to resolution file for Resolution #83-48). <br /> <br />I <br /> <br />I <br /> <br />Further Discussion: Councilmember Reimann stated that Council should act <br />on basis of Personnel Committee recommendation and offer 8~% pay increase <br />and ~ day holiday pay and consider granting an additional ~% in June of 1983. <br />He further stated that B~% is more than fair and wishes that the motion would <br />be voted down. Mr. Arnold Cox was present and commented that it is time that <br />those in responsible positions realize that it is the cost of government, not <br />cost of living, that is killing us and we, continue to grant cost of living <br />raises and others, who are paying those raises, are barely hanging on. Mr. <br />Cox further stated that we have to realize that this liberal spending has to <br />stop and that his comments are not aimed at the police department only. Mr. <br />Cox reiterated that he is not picking on the police department, that residential <br />taxes have not been raised nearly enough to cover the cost of government and <br />that Ramsey is running businesses out of the community. Mayor Gamec stated <br />that if salaries were increased by $10,000, we would still be comparable to <br />other cities. <br /> <br />I <br /> <br />1 <br /> <br />'I <br /> <br />~. <br />,.,'j <br /> <br />Mayor Gamec called for a roll call vote: Motion carried. <br /> <br />I <br /> <br />Councilmember Sorteberg - Naye <br />Councilmember Van Wagner - Aye <br />Mayor Gamec - Aye <br />Councilmember Reimann - Naye <br />Councilmember Schlueter - Aye <br /> <br />I <br /> <br />I <br /> <br />Councilmember Reimann 'stated that he feels that this is just the starting <br />point and that the City could still be taken to arbitration. <br /> <br />I <br /> <br />MAYOR/COUNCIL INPUT <br /> <br />Barthel's Rum River Acres, 2nd Addition: <br /> <br />I <br /> <br />Mr. Goodrich stated that Mr. Barthel urgently requested that the City authorize <br />and sign partial satisfaction to mortgage for some lots on Dysposium Street. <br />He further stated that he discussed the matter with the City Engineer and <br />that Mr. Barthel had not utilized enough oil content in the blacktop and that <br />City Engineer recommended the release of three lots. <br /> <br />I <br /> <br />I <br /> <br />Motion byCouncilmember Van Wagner and seconded by Councilmember Reimann to <br />authorize the Mayor and City Administrator to execute a partial release for <br />Lot 2, Block 6 and Lot 2, Block 3 and Lot 2, Block 9 of Barthel's Rum River <br />Acres 'Second Addition in Anoka County. <br /> <br />/ <br /> <br />'-1/) <br /> <br />1 <br /> <br />Sp C/April 7, 1983 <br />Page 6 of 8 <br /> <br />/ <br />/ <br />
