It is important to explain why the West <br />connection came where it did, and that it was going to happen and we just <br />made sure sizing and elevation were proper to serve Ramsey also. Should <br />be explained that if we don't accept it at this time under Metro funds, <br />and it becomes necessary at a later date, who will pay for it? We ought to <br />indicate intent of incorporation process. Many open lots in Ramsey are <br />paying as much taxes as those $50,000 market value homes. <br /> <br />Mr. Goodrich -To my knowledge the West connection came about in order to <br />service Tech Center. <br /> <br />Mr. Arnie Cox - Lot of people don't realize that Anoka wanted those Metro <br />funds for an interceptor to. take care of an inner-community need and Ramsey <br />just made' sure those funds were used to size the interceptor, properly so that <br />it would be an inter-community device. <br /> <br />Mr. Raatikka - Have talked to Waste Control Commission and they say even if <br />'Ramsey delays the connection until a later date, it could still be with <br />Metro funds charged back through SAC charges and user fees, but it will <br />also cost more at a later date. . <br /> <br />Pete Martin - 8441 154th Lane NW - We are brought here because of a petition <br />to develop a small area. Who pays for the feasibility study that has been <br />ordered? . <br /> <br />Mr. Goodrich - We are here tonight because of the establishment of a utility <br />assessment ordinance. <br /> <br />Mr. Schnelle - Person who benefits from feasibility study pays for it. <br /> <br />Pete Martin - What if project is denied, then who pays for feasibility study? <br /> <br />Mr. Schnelle - That would be Council's decision. It could be paid for by <br />, City General Fund until such time as the project is approved and General <br />Fund paid back by developer, or the cost could be assessed back to landowners <br />that petitioned. <br /> <br />Mr. Goodrich - If the assessment policy had been in place, the developer <br />would have to pay for that feasibility report up front. <br /> <br />Mr. Fults - We have a park policy, land development policy and this would <br />be a sewer assessment policy and it is part of development policy~ It says <br />more about why sewer won't come than it does about why it will come. <br /> <br />Brenda~Bauerkemper - 162nd Lane - Will this feasibility study be on Council <br />agenda for April 26, 1983? <br /> <br />Mr. Goodrich - City Engineer has indicated that it will be. <br /> <br />Brenda Bauerkemper - How could a feasibility study be ordered before the <br />assessment policy is adopted? <br /> <br />Utility Information Meeting <br />April 19, 1983 <br />.
