Failure of community to know where and how it wishes to grow <br />and to integrate subdivision regulations and review process <br />into community wide goals and policies as part of the comp <br />plan process. <br /> <br />2. Lack of understanding on the part of local government as to <br />how to develop and use subdivision regulations. <br /> <br />3. Failure on part of local government to establish adequate pro- <br />cedures for reviewing subdivisions for quality; must local <br />governments merely check for technical compliance. <br /> <br />4. Lack of knowledge of the natural and man-made resources that <br />should determine the nature of the subdivision. <br /> <br />5. Lack of expertise in both preparing and reviewing subdivision <br />proposals. <br /> <br />6. Lack of awareness to turn down subdivision which is unwarranted or <br />unserviceable - don't be afraid to say no! <br /> <br />7. Complacency of financial institutions - lack of awareness of <br />changing living environments that can result in better site <br />planning. <br /> <br />8. Treatment of subdivision plat, site planning and building de- <br />signs as separate functions (partially overcome by Planned <br />Unit Development process). <br /> <br />III. Elements of Subdivision Ordinance <br /> <br />First - Develop community goals and objectives expressed through <br />comp plan <br />- Don't imitate others necessarily <br />- Involve every sector of the community <br />_ Know how the pieces fit-what to perserve, what to achieve for <br />quality in development, and how are you going to finance it all <br />~~ <br />
