'!be following alternatives were discussed: I. Special Assessnent to benef i ting property owners II. Storm Sewer Improvsuent Taxing District III. Ci ty Wide StoIm Sewer Improvenent Taxing District Mr. Raatikka stated that Me. Kennedy strongly recommended not going wi th Alternative I and going with Alternative II. Mayor Beibnan stated that if the decision is to go with taxing districts, sane thought should be given to establishing all the districts at one time. Councilmember Reimann pointed out that establishing all stom sewer taxing districts at this time would unnecessarily alarm a lot of ci tizens; the same ci tizens who would have input on the plblic hearings DOli may not be the same ci tizens who will be affected when a need for stom sewer arises in a certain taxing district.
