That Mr. Wayne Knudsonm, hereinafter referred to as -Applicant,- has <br />pro~rly awlied for a oonditional use permit to operate a cement contracting <br />bUSHleSS and to store his vehicles, machinery and equipnent for this business <br />at his bane at 15401 Armstrong Boulevard N.W. <br /> <br />2. 1hat the Applicant appeared before the Planning and Zoning Canmission for a <br />public hearing pursuant to City Code on February 4, 1986 and that said public <br />hearing was properly advertised and minutes of that public hearing are hereby <br />inoorporated ~ reference. <br /> <br />3. 1hat the subject property is legally described as follows: <br /> <br />![be North half of the Southwest Quarter of the Northwest Quarter of <br />Section 21, bnship 32, Range 25, Anoka County, Minnesota. <br /> <br />4. 1hat the subject property is located within the R-I Residential District <br />and is awroximately 20 acres in size. <br /> <br />5. 1hat the Standards for Consideration are as follows: <br /> <br />a. ~at the property is zoned R-l Residential and a cement contracting <br />business is not a permitted use in this zone; <br /> <br />b. 1hat the adjoining property is either vacant or residential; <br /> <br />c. 1hat there are no other similar uses in the area; <br /> <br />d. 1hat the proposed use will not create an increase in traffic flow in <br />the area; and <br /> <br />e. ~at the proposed use will not be dangerous or otherwise detrimental to <br />persons residing in the area, or to the public welfare, nor will the <br />proposed use substantially impair the use, enjoyment or value of any <br />property in the area. <br /> <br />6. 1hat the Criteria for Awroval are as follows: <br /> <br />a. 1hat the operation of the proI;X>sed use will not be detrimental to or <br />endanger the plblic health, safety or general welfare and is not contrary <br />to the established standards, regulations or ordinances of other <br />governnental agencies; <br /> <br />b. 1hat the proI;X>sed use will not be unsightly, undesireable or obnoxious <br />in appearance and it will not hinder the orderly and hannonious developoent <br />of the City or the R-l Residential district; <br /> <br />Y1 <br />
