<br />Ms. DaInes stated that the plat was sent to the County for review and there has been no response <br />to date. <br /> <br />Mr. Jankowski n~ted that another access~ onto County Road #5 between 151 st and Alpine would <br />be inconsistent with access spacing requirements. <br /> <br />Mr. Knoll stated that Alpine and County Road #5 is not at a 90 degree angle and it is a difficult <br />comer; another access onto Alpine, just 180 feet from that intersection is unsafe. Another safety <br />factor is that the Landscape Plan shows installation of trees and shrubs east of the proposed <br />access onto Alpine. Considering the angle of the road and the 55 mph speed limit - a 180 foot <br />separation between the access from Skyline and Nowthen is too short a distance. Based on the <br />traffic criteria in the Interim Policy, this proposal should be modified or denied. <br /> <br />Gary Stritesky - 5900 151st Lane N.W. - Noted that 7 out of the 9 cases on the agenda tonight <br />are amendments. Mr. Stritesky said that he has been on both sides of the fence, as a resident and <br />as a developer and he understands that changes sometimes have to happen. He stated that. the <br />Comprehensive Plan was established a long time ago and to change the land use from low to <br />medium density residential is not right. The Comprehensive Plan is the backbone of the City. <br />Ramsey did not have a plan 35 years ago and that is why we have the mess we have today- <br />there are no plans for detached townhomes. The Comprehensive Plan is the biggest thing the <br />City has to be concerned about. Everyone is involved in putting the Comprehensive Plan <br />. together. Amendments to City Code are necessary but when you change the backbone in the <br />Comprehensive Plan, and it happens too easily, you will end up with little patches of <br />development here and there and nobody knows the game rules. As for traffic, he said he doesn't <br />want 400+ cars coming at his house. He reiterated that 151 st is the staging area and parking area <br />for activities related to the school. <br /> <br />Wayne Olson - 5830 151st Lane N.W. - Again noted that 7 out of the 9 cases on tonight's <br />. agenda are amendments. Stated that he reviewed the Comprehensive Plan years ago when he <br />considered moving into Ramsey; he was interested in where the City was going. In reviewing <br />that, the City has violated all of the issues he looked up in the Comprehensive Plan: 1) the cul- <br />de-sac in front of his house has doubled in length; 2) Don't have to worry about sewer and water <br />for 15 years; sewer and water were installed in his neighborhood 10 years ago. If the desire is to <br />have a city that is looked up to by residents and outsiders, then the plans have to be followed <br />without making willy-nilly changes. The residents made big investments in their property to <br />have what they have now and all of a sudden it's going to change. Mr. Stritesky talked about <br />traffic; when there is a school event there is traffic 500 feet on both sides of 151st. The road is <br />too narrow to accommodate parking on both sides and 2-way traffic without scraping door <br />handles. There are a lot of children that walk to school in the neighborhood. Parents drive their <br />kids to 151 st and County Road #5, drop off their children, and turn around in his driveway or <br />make a 'u' turn to go back home again. At least 20 cars turn around in his driveway each day. <br />He is very concerned that with the additional traffic, someone is going to get hurt.
